各位敬爱的OCEF义工和捐款人，你们好！

自1992年创立至今，OCEF经历了数不清的艰难与挑战。但，在每一位义工和捐款人的全力支持下，每次都能化险为夷，度过难关。在感恩节来临之际，我们由衷的感谢参与OCEF并为之付出的你们，谢谢你们一直的鼓励、陪伴和扶持，也谢谢你们的无私、奉献与真诚。是你们让OCEF成长，也是你们坚定了我们的信心：只要坚持做好正确的事情，所有困难，都是暂时的！

这些年来，OCEF的各资助项目稳步成长，越来越多贫困学生接受了我们在精神、学习和生活上的帮助，茁壮成长，努力成才。这一切，都让人欣慰，也让人自豪。

由于近来境外NGO新法的实施，OCEF必须完成在国内的注册手续，才可以在国内继续合法展开资助活动。目前为止，我们只在四川和广西完成了注册，除了在这两个地区开展助学活动以外，其他所有地区的各个助学项目已经暂停。在这样的情况下，基金会在10月份不得不暂停募捐活动，并向捐款人和各位义工做出了说明。

尽管注册过程暂缓了我们的步伐，但却并不能阻碍我们的赤子之心！目前，我们正积极推进可以覆盖多省的注册，以求各地助学项目可以继续合法进行。值得高兴的是，经过海内外义工的不懈努力，现在注册工作已经取得突破性的进展：我们已经提交可覆盖全部资助点的代表处注册申请以及临时备案申请，如及时获得批准，即可在2020年春节来临之际发放助学金，把大家的爱心继续传递给受助学生！

凭着对OCEF这么多年工作的肯定和信任，各位义工和捐款人一直关心着注册的进展，也一直给予帮助，这也是为什么OCEF不会轻易被困难压倒的原因。肩负着众多捐款人和义工的期望，我们一定不放弃，想尽一切办法走好法律程序，一定会把基金会运作下去，实施和传递我们的理想和信念。不忘初心，牢记使命，还有那么多贫困的孩子等着我们去帮助呢！再次谢谢各位义工和捐款人朋友的理解、体谅和继续支持。让我们一起等待最终的好消息！

Dear OCEF volunteers and donors:

OCEF has experienced numerous challenges and difficulties since it was founded in 1992, and we have overcome all of them with the support of our volunteers and donors. On the eve of the Thanksgiving holiday, we would like to take this opportunity to thank you for your participation in and contributions to OCEF, for your continuous encouragement, companionship and assistance, and for your selfless dedication and sincerity. It is you who made possible OCEF’s growth and made us unwavering in our conviction: any difficulty is only temporary as long as we continue to do the right thing.

In the past years, school aid programs sponsored by OCEF have been progressing steadily, and more and more students in poverty are getting our help in spirit, in their studies as well as in their daily lives and are growing up to contribute to the society. All of this makes us happy and proud.

Because of the implementation of a new law on the administration of overseas nongovernmental organizations, OCEF can legally continue its operations in China only after completing a registration process. So far we have been able to complete the process only in Sichuan and Guangxi, so programs outside those two regions had to be suspended for the time being. Under the circumstances, OCEF also suspended its fundraising activities in October, as previously communicated to all donors and volunteers.

Even though we had to slow down our pace temporarily, our heart has not changed. Currently we are actively working on a registration that extends to multiple provinces. To our great pleasure, through the tireless efforts of our volunteers both in China and abroad, we have recently had a breakthrough in that work and have submitted a registration application that cover all of the current aid sites as well as an application for temporary exemption. If either of these is approved in time, we will be able to resume distribution of school aid packages around Spring Festival in 2020 and to continue conveying the love and support from our donors to the students in need.

Our volunteers and donors have been paying close attention to the progress of the registration process and helping us with it out of their trust in OCEF and their recognition of the work accomplished by the foundation over the years. That is the reason why OCEF will not be overwhelmed by the difficulties on hand. Carrying the expectations of our donor and volunteers, we will never give up but will do everything we can to go through the legal process, keep the foundation in operation, and pass on our ideals and convictions. We will remain true to our heart and keep our mission in mind, for there are still many students in poverty waiting for our help. Again, thank you, our volunteers and donors, for your understanding and continued support. Let us hope for the best to come soon!

海外中国教育基金会（OCEF）会员于2019年10月15日至29日期间进行投票，选举产生基金会第十六届理事会成员如下：陈世仪、冯忞、马南、桂红宁、林霖、蒋莹莹、缪玉亭、沈中、沈苇、谭慧华、吴赣、熊兰瑛、杨浩、杨敏、张冰君、张霖峰。根据海外中国教育基金会章程规定，选举结果有效，以上十六位候选人正式当选为第十六届理事会理事，即日起生效。

随后，经理事会全体理事投票，选举缪玉亭为OCEF第十六届理事会会长，马南为理事会秘书长，谭慧华为财务长。11月9日至12日，经缪玉亭提名、理事会投票表决，任命沈中、张霖峰、桂红宁为基金会副会长，马南、谭慧华、沈中、张霖峰、桂红宁为基金会执行委员会委员，沈苇为副秘书长。以上各位任期均为两年，到2021年10月为止。

至此，基金会2019年理事会换届工作圆满结束。非常感谢第十五届理事会会长沈中，副会长缪玉亭、刘秀、张霖峰，财务长桂红宁，秘书长熊兰瑛和副秘书长蒋莹莹及全体理事在过去两年的辛勤工作。在他们的带领下，通过全体义工的共同努力，OCEF继续在教育公益之路上踏踏实实地前行，在海外募捐、国内捐助项目的拓展及国内注册工作的推进上都取得了新的进步。衷心感谢大家付出的宝贵时间和精力，以及各位家人的支持。

感谢沈中主持理事会换届的选务工作，熊兰瑛细致认真地统计投票结果，同时也感谢基金会全体会员、各位义工和捐款人的支持和参与，并希望大家一如既往地支持新一届理事会的工作。最后，热烈祝贺新任理事会、执行委员会成员当选，并感谢他们在工作生活之余，愿意付出更多精力负担起基金会日常运作的领导重任。祝基金会的助学事业在他们的带领下更上一层楼！

Members of the Overseas China Education Foundation (OCEF) voted between October 15 and 29, 2019, and elected the following candidates to the Board of Directors: Chen Shiyi, Feng Min, Ma Nan, Gui Hongning, Lin Lin, Jiang Yingying, Miao Yuting, Shen Wei, Sheng Zhong, Tan Huihua, Wu Gan, Xiong Lanying, Yang Hao, Yang Min, Zhang Bingjun and Zhang Linfeng. Pursuant to the OCEF Bylaws, the validity of the election results has been confirmed and the above-mentioned candidates have become members the 16th OCEF Board of Directors, effective immediately.

Later, the Board members voted to elect Miao Yuting as President of the Board, Ma Nan as Secretary, and Tan Huihua as Treasurer. On November 9-12, upon nomination by Miao Yuting, the Board further elected Sheng Zhong, Zhang Linfeng and Gui Hongning as Vice Presidents of OCEF, Ma Nan, Tan Huihua, Sheng Zhong, Zhang Linfeng, and Gui Hongning as members of the Executive Committee (EC), and Shen Wei as Deputy Secretary. Each of them will serve a two-year term, due to expire in October 2021.

At this point, the 2019 OCEF general election has been completed. We are grateful for the diligent work by the members of the 15th Board in the past two years, including President Sheng Zhong, Vice Presidents Miao Yuting, Liu Xiu, and Zhang Linfeng, Treasurer Gui Hongning, Secretary Xiong Lanying and Deputy Secretary Jiang Yingying. Under their leadership, and thanks to the efforts of all volunteers, OCEF continued its journey in educational charity work and made great progress in overseas fundraising, aid programs in China and the registration process required by the Chinese government. We sincerely appreciate everybody’s contribution and the support from their families.

Many thanks to Sheng Zhong for overseeing the election process, to Xiong Lanying for her diligent ballot tabulation, and to all the members, volunteers and donors for their support and participation. We congratulate the new Board members and EC members, and appreciate their willingness to take on the extra work load of OCEF’s daily operations outside their busy professional and family lives. May OCEF take it to the next level under their leadership in the coming years!

2019年2月6日凌晨4点，OCEF义工李怀不幸病逝。基金会众多同仁口中熟知的“Julia”在2013年2月加入OCEF，从2014年初到2016年中曾经担任网络募书组组长。她积极热情，认真负责，很多跟她有过接触的义工都对她的乐于助人和乐观坚强留下了深刻印象。在她生病化疗期间，还参加了回信和图书采购等短期工作。

对于李怀的去世，大家都很伤心。为了纪念她，OCEF义工自发组织捐款助学，最终决定将善款用于为河南省濮阳市濮阳县文留镇枣科小学建立以李怀喜欢的四叶草命名的图书室。在短短的两个星期里，义工们一共捐款人民币16531.37元，远远超过图书室所需预算。除去3500多元在3月间用于为四叶草图书室采购图书200册以外，其余款项在8月份全部用于河北省邢台市桥西区东马小学的社区图书角，一共为13个图书角补充图书770册。

枣科小学位于文留镇下属的东张庄自然村，是一所公立学校，2018年9月1日开始重新招生，百废待兴。学校目前只有一、二年级，共计四位老师、三十名学生。在学校开学之前，OCEF已经捐资为两个年级分别设立了班级图书角，各有图书40册。开学以来，老师们坚持每天为孩子们朗读，并在语文课安排阅读时间。除此之外，每周每班专门开设三节阅读课，让孩子们说心得、讲故事。

枣科小学的老师们雄心勃勃地表示，要通过图书角和图书室督促、激励农村孩子们多读课外书，长见识，提高素养、品味与成绩，开阔他们的视野，提高心智，帮助提高整个民族的精神素养。去年12月，王涣英老师曾经提到：“因为孩子们很喜欢故事书，有些孩子已经看完了40本书……几乎每天下午1:30-2:00写字完后，学生都要拿着小绘本给他们读故事。我发现，我绘声绘色地再怎么示演表演，那怕是自己是添枝加叶编一部分，孩子们都会沉浸其中，一起怕一起笑……”相信满载着李怀和其他义工们爱心的四叶草图书室一定能帮助枣科小学的孩子们进一步开发、享受课外阅读之乐。

东马小学是一所乡村完全小学，始建于1948年4月，1996年迁到东马庄村南，服务范围以东马庄本村村民为主，现有六个教学班、200名学生、17名教师。2017年2月和2018年2月，基金会曾经捐资为学校各班级分别设立教室图书角。2018年7月，基金会又捐赠图书800册，在东马庄建立13处社区图书角（又称乡村儿童读书坊），遍布全村东南西北，以求最大限度地方便孩子们课外读书需要。这次用纪念李怀专项基金补充的770册新书，将大幅度增加孩子们在社区图书角读书的选择。

今年2月6日恰巧是李怀48岁的生日，虽然她在这个世界刚好短短停留了四个轮回，但是这四个轮回就像四叶草一样，普通却并不平凡，弱小但绝不卑微。李怀，愿你在另一个世界里平安喜乐！

With a heavy heart, we have learned that OCEF volunteer Li Huai left us forever at 4 a.m. on February 6, 2019. Known familiarly as Julia among other volunteers, Huai joined OCEF in February 2013 and once led the Online Book Donation Program from early 2014 to mid-2016. She was very warm-hearted and detail-oriented, leaving a great impression on those she had worked with for her willingness to help and her optimism. Even during her chemotherapy in the hospital, she participated in short-term projects such as correspondence with students and book procurement.

Everyone was saddened by Li Huai’s passing. In order to commemorate her legacy, OCEF volunteers decided to raise funds to build a library at Zaoke Elementary School in Puyang, Henan Province. The library would be named after Huai’s favorite plant, four-leaf clover. During a short two-week period, ￥16,531.37 (RMB) were raised, far exceeding the budget required to build the library. Over ￥3,500 were used to purchase 200 books for the Clover Library, and the rest of the funds were used to expand the collections at the community book corners for Dongma Elementary School in Xingtai, Hebei. In total, 770 volumes were procured and distributed to the 13 book corners.

Zaoke Elementary is a public school located in Dongzhang Village, Wenliu Township. The school reopened for enrollment on September 1, 2018, and currently only has first and second grades, with a total of 4 teachers and 30 students. Before the school reopened, OCEF had donated 40 books to each grade to establish classroom book corners. The teachers read to the students every day and reserve time during language art classes for reading. In addition, three reading periods are set aside each week specifically to give the students an opportunity to share thoughts and stories.

The teachers at Zaoke Elementary hope to use the book corners and the new library to encourage students in rural areas to read more extracurricular books, expand their horizon, build their character and taste, and improve their intelligence. Teacher Wang Huanying noted: “Some students love reading so much that they have already finished all 40 books. Almost every afternoon after the writing class, the students would bring me the graphic books and ask me to read to them. I’ve noticed that the kids are so immersed in the experience when I read and role-play with the books that they also laugh or become scared as the stories go on…” The Clover Library that carries the love from Li Huai and other volunteers will surely help the students in Zaoke Elementary further explore and develop enjoyment from extracurricular readings.

Dongma Elementary, an all-grade elementary school that was initially established in April 1948 and moved to Dongma Village in 1996, serves primarily the local villagers. The school has six classes with 17 teachers and 200 students. In February 2017 and February 2018, OCEF donated funds to start a book corner in each class. In July 2018, OCEF again donated 800 volumes to set up 13 community book corners spread all over the village to maximize accessibility to all of the kids. The 770 new books supplied with donations from the Li Huai Memorial Funds will further enrich reading selections in the community book corners.

February 6 happened to be Li Huai's 48th birthday. She stayed in this world for only four zodiac cycles of 12 years, but those four cycles are like the four leaves of a clover: they may look plain but they are not ordinary, they may appear to be small but they are not lowly. Li Huai, we wish you a peaceful and happy life in the other world!
